Solid Dish Soap not only is free of plastic but is a concentrated form of dish soap as the main ingredient in liquid dish soap is indeed water. 

This refill bar weighs ~3.3 or more ounces, a little goes a long way. Packaging bags are commercial compostable and residential recyclable and ASTM D 6400 certified.
